Marking the starting year of the 15th Five-Year Plan in 2026, accelerating self-reliance in science and technology at higher levels and further expanding high-standard opening-up are key priorities in the national annual work deployment. On March 6th, the task force for the "Southern Hub" project from Guangzhou's Huadu District paid a special visit to the China-LAC Technology Transfer Center (CLTTC). Both parties engaged in in-depth discussions centered on core topics such as co-building industrial bases, jointly training young China-LAC sci-tech innovation talents, and promoting the transformation of scientific and technological achievements, reaching a series of cooperation intentions. Representatives from the Huadu District Publicity Department, the District Bureau of Science, Technology, Industry and Information Technology, Huashan Town, Beidou Navigation Technology (Guangzhou) Co., Ltd., Beijing Institute of Technology, Guangzhou University, and the China-LAC Technology Transfer Center attended the meeting.

During the discussion, Chen Baiman, Director of the CLTTC, introduced that the Center, closely following the national diplomatic framework and technological innovation deployment, has taken concrete measures to serve China-LAC sci-tech cooperation. These measures include creating top-tier international brand events like the "Latin American Youth Innovation and Entrepreneurship Program & Latin American Young Scientists Innovation Tour in China" (referred to as the "Innovation & Entrepreneurship Camp") and building an overseas sci-tech collaboration network. The first Innovation & Entrepreneurship Camp was successfully held in January 2026 across five cities: Dongguan, Hengqin, Zhuhai, Beijing, and Chengdu. It brought together over ten outstanding young sci-tech talents from nine Latin American countries, featuring activities like Huawei AI courses and visits to government-enterprise-university-research institutions. This has become a vital bridge for deepening China-LAC youth scientific exchange and nurturing international sci-tech talent.

Attendees highly recognized the CLTTC's outstanding achievements in empowering Global South cooperation. They stated that Huadu District's strategic positioning is increasingly clear as the main front of Guangzhou's northern growth pole and the main battlefield for "Southern Hub" construction. By linking with the CLTTC to jointly build industrial bases, the hub platform function will be substantially strengthened, contributing to the deeper and more practical cooperation in sci-tech innovation among Global South countries.

Following the discussions, all parties reached significant cooperation consensus: they will fully leverage the CLTTC's advantages as a national-level platform to jointly establish distinctive industrial bases and deeply integrate the future planning of the Innovation & Entrepreneurship Camp with Huadu District's "Southern Hub" construction. Currently, as China's new quality productive forces develop steadily and the application of the BeiDou Navigation Satellite System expands comprehensively, the second Innovation & Entrepreneurship Camp will focus on the theme of BeiDou satellite applications. It will fully utilize the CLTTC's international resource advantages, Huadu District's locational and industrial strengths, and integrate resources from governments, universities, enterprises, and research institutions to build a more precise and effective sci-tech innovation practice platform for young Latin American scientists.

Looking ahead, the CLTTC will continue to deepen collaborative synergy with Guangzhou's Huadu District and other partners. With the joint construction of industrial bases as key vehicles, it will spare no effort to promote practical cooperation in sci-tech innovation, talent cultivation, and achievement transformation between China and Latin America, injecting strong technological momentum into China's further high-standard opening-up and the building of a China-LAC community with a shared future.
